Waste experiment: Russian region introduces a differentiated rate for waste utilization

In Udmurtia, the regional operator for the treatment of MSW will be the first in the country to start taking payments from the population at a differential rate. As part of the experiment, residents of a dozen apartment buildings will collect “dry” and “wet” garbage and pay only for non-recyclable waste. Earlier, Deputy Prime Minister Alexei Gordeyev insisted on introducing such an approach in all regions of the Russian Federation, noting that it would encourage citizens to sort garbage more effectively.

Izhevsk regooperator "Special auto economy" launches an experiment on the introduction of differentiated fees for residents who share garbage. Participants in the experiment will be residents of ten apartment buildings. The regional operator, at its own expense, will install three containers for separate waste collection. The start of the experiment is scheduled for May 1, 2019 it will last a year.

Now the regional authorities independently choose how to charge: either per square meter, or based on the number of tenants.

Payment according to the tariff, based on the number of registered residents, does not meet economic expectations, the Udmurt regulator said. According to the results of January 2019, the company suffered a loss of 26 million rubles.

The reason is the inconsistency of statistical data with the real number of residents of the republic who should be charged for garbage collection. As a result, a mechanism should be formed to transfer residents to pay for actually delivered waste. In addition, the experiment will provide data on real volumes of garbage, which in the future will make it possible to predict the income and expenses of the enterprise.

This year, the company will install 500 special tanks in Izhevsk and areas of Udmurtia.

At the end of January, Deputy Prime Minister Alexei Gordeyev called on the regions to switch from “uneven formation of waste accumulation standards” to the actual collection, which will significantly reduce the tariff for the population and the logistical costs of regional operators. In addition, the Deputy Prime Minister said that by the end of 2019, the regions should switch to a two-container separate waste collection system.
